That the Court of Goal Delivery might be duely
informed of the Number of Prisoners to be tryed,
And that the prisoners might be in custody at
Newgate and ready when called for, And that
upon the Goal Delivery the Court at the old
Baily might make such Orders for the removeing
continueing or dischargeing such Prisoners as
that Court should Judge necessary & fitting,

All which reasons your Committee apprehend
are not sufficient to ballance the great & many
inconveniencys that must consequentially attend
the [..] execucon of the said Order, And yor. Comittee
are further of opinion that the sd inconveniency
may be amended in a much more effectuall
manner by the method by them proposed,

The persons comitted to New Prison are not any
of them the most notorious Criminalls, but for thefts
of a small value, and generally on suspicon of
felony only, and that very often on very trivial
& slight grounds, frequently proceeding from the
malice or stubborness of the Prosecutors who compel
the Justices to comitt them even against their own
opinion & Judgmt. and against whom noe Bills
