Goal distemper, andhighlyoppressed by their
exorbitant fees &demands, that which amount to
£2.1s.6d. for Hole money, Garnish and Prison fees,
whichuneffectis almost as bad as an Imprisonmt
for life, they not being able to raise that money,
and are detained for their fees till almost in the
article of death,

That the Debtors & felons for the County of Middx &
City of London are very Numerous, wthin ye Lettrs Patents was never or for errection of New Prison and the Goal
of Newgate is hardly ever free from what they call
the Goal distemper, every sessions it appeareing by
the Callender that severall prisoners dye some before
triall, and some of those removed from New Prison , others
after Conviction, and your Committee are of Opinion that if the
Justices are forwd to Commit to Newgate immediately which is in consequence they
mostdoif this Order Subsists that Mortallity will be greatly
Increased, and that many Innocent Persons will loose their
Lives from the Hardships and Severity of the said Goal
