July 1800.

"Recommend Paupers be Allowed Beds and should
"be Washed and cloathed during their Confinement as they
"smell very much.

"That one Cowen an American gave Nicholson a
"Draft drawn by a Receiver of the Customs at an Out Port
"for £20: 14. days after Date from the 16th.. January 1800
"that Nicholson gave him £13. in Bank and Gold since
"which he has Received no part of the remainder of the
"ballance but a Pair of Pantaloons value 24sh. Nicholson
"informed us that it was the Fact that he had another
"Pair of Pantaloons made for Cowen and would settle
"with him this Morning.

"In the Month of October 98. a Handkerchief of
"mine was lost in the Wash house as I was told which
"Cost me Seven shillings of which I never could learn
"any Account of after, by and by I bought one of a Person
"of the Name of Nash for which I gave four shillings
"soon after this the Governors Son James demanded the
"Handkerchief which I had bought since, which it has
"not been in my power to get either the Handkerchief or
"the Money I paid for it although he promised the
"Money at the time.

And your said Committee further Report
That it appears that occasionally Persons are Committed
to the House of Correction previous to Trial and who
have what is called the Prison Allowance of Bread and
Water only unless the Medical Person attending the
Prison thinks it necessary to give Orders for their being
Allowed other Food but that such Prisoners are permitted
to Receive such Food and provisions as their Friends
bring them as in the other Goal called New Prison and
that Prisoners Friends might see them every Day between
the Hours of Twelve and two on an Application to a
Magistrate for Order, and that Orders are constantly
obtained from Hatton Garden and other Police Offices.
