January 1799.

To. - Walter Esqr.
Coroner for the -
County of Middx

humane Statutes made provision for passing the
Poor to their Parishes they never intended that
their lives should be sported with like the Worthless
Felon who is speculated upon to Calculate what
degree of Hunger he can sustain, what degree of
Cold he can bear, were the Jury informed Sir that
this Man was barely Cloathed did they enquire
what quantity of Food was given him, did they
know that he was put into a Cold Damp Cell in
the midst of a severe Frost without fire or any other
necessary to keep him from perishing, were they
informed that he Complained 36. hours before his
Death that his legs would mortify with cold if he
was Continued in that State, did they enquire
what Medical assistance was afforded him after
his Complaint was made and did the Jury know
that he was not a Criminal; these Questions Sir
are neither put at random nor from any litigous
motive but to prevent an abuse of Power already
sufficiently rigorous, since we have been here we
have Witnessed a sum of Misery concealed from
Public View by arts which secure its Authors from
detection and which if known would not be suffered
in a Civilized Country to forget such a System of
Barbarity it is only necessary that Juries should
connive at it and as Circumstances so strongly
justify suspicious of neglect we think it will
not be unworthy if you Sir to prove that there
has been no negligence on your part in this Case
We are Sir with due respect, Js. Bone, Thos. Evans< no role > ,
John Roberts< no role > , R. Kier, Persons who in April last
were accused by the Government of High Treason.
