April 1795.

"Are the Books containing the Accounts of the
"Prisoners Labour properly kept?"

No, - Nor any of the Books of the Prison, but this is not to be
imputed as a fault either to the Governor or the Task master. They have
done a great deal for themselves, more might be done for them. The Books
in use at present are tolerably clear and well kept; but they are not so
formed as to afford, what we conceive this Court ought to have before it every
Sessions, namely - a concise, but comprehensive statement of every thing
relating to the Prison from Session to Session. Mr Colquhoun framed a
number of very useful forms, upon some of which we have made improvements
but, we did not think ourselves warranted in adopting them without the
approbation of the Court: and previous to that being granted we think it
would be advisable to submit a general Plan of Accounts to a special
Committee appointed for that purpose: For if every visiting Magistrate was
to introduce what happens to strike him us the best form to be used the
business of the Prison Office would be in a constant state of Alteration
and the making of comparative statements at a short notice be thereby
rendered impracticable.

Resolved that the thanks of this Court be given to Mr
Graham and Mr Clarke for their attention to the Prison; and the term
of Mr Grahams attendance being expired; Thomas Collins< no role > Esqr Wags
appointed visiting Magistrate in his stead until the next Session.

By Adjournment same day.

Ordered that the Sum of Thirty Guineas be paid to Mr Burrows
for his attendance as Surgeon and Apothecary at New Prison and the
House of Correction at Clerkenwell since February Session last and that the
Clerk of the Peace do issue an Order on the Treasurer of this County for that
purpose and that such part of the Report of the visiting Justices as
respects the attendance of Mr Burrows be sent to him in a Letter from the
Clerk of the Peace .
