All which your Committee are of opinion is extortionate illegal
and oppressive and the compounding the several penalties a Contempt
of the Statute
It appeared also upon the examination of one John Wignell< no role >
a Peruke Maker
in Little St Martins Lane
that he was convicted before
the said Cornelius Martin< no role >
of swearing an Oath that he was locked up
and imprisoned in the said Justices house
for the space of five hours
and was not discharged until he had paid one Shilling for the said Oath and
two Shillings and six pence for the conviction It appeared also to your
Committee the said Justice had not returned the said Conviction to the Session
as by Law he ought to have done It is therefore the opinion of your
Committee that the said Imprisonment was illegal and the fees taken
by the said Justice extortionate and the compounding the Penalty a
Contempt of the Statute
