and proper to be pursued more effectually to Answer the
Ends thereby proposes, Touching which matters, They [..]
to several particular Resolution which they Subumitt
to the Judgment of this Court as follows (vizt.)

In the first place Your Committee conceiving that
nothing could prove move Effectual to Encourage all
persons in the apprenhending and prosecuting of Street
Robbers and other Felons and persons returning from
Transportation, Than a prompt and easy payment
of the several Rewards appointed By Act of Parliament
and his Majestys Gracious proclamation for such
persons who shall apprehend and prosecute such
Offenders to Conviction, But having some general
Information, that the same or even a very in considerable
part thereof was not to be obtained, without so much
difficulty expence and loss of time as had in some
particular Instances, proved a Ruin instead of an
Encouragement to some prosecutors and their
Familys, proceeded to make a more particular Enquiry
into the usual and regular steps taken and to be
taken by all persons so Entituled for the obtaining
the said Rewards, and upon a thorough Information
thereof did find to their great surprise and Concern That
even Supposing a poor prosecutor not to be Extraordinarily
delayed or out of the Common Course, and that he
obtains his Meny at last without any Extortious deductions
whatsoever, Yet the Known and Established Method
of passing thro so great a number of Offices, and
References Cast again from one to to ther before the
proclamation Reward can be obtained, and the Excessive
and unreasonable delays and hardships Consequent
thereupon (all which fully appeared to your Committee
were and are highly discouraging to such poor prosecutors
as are for the most part, the persons Entitled to those Rewards,

Wherefore the Committee upon this head Unanimously
came to the following Resolutions (vizt.)

" That it appears to this Committee That one great Cause
" of the increase and frequency of Street Robbers, and other
