To the CLERK of the PEACE as Town Clerk
for the City of London

SIR,
It appears to this Society that great mischief and
expence have arisen by not enforcing generally the laws against vagrants, and by
the aduse of granting walking or begging passes indiscriminately to any person
applying for the same, and that it will be impossible to correct such abuses but by
the general execution of the law throughout each county; for which purpose,
this Society beg leave to recommend to the Justices, at their Quarter sessions, to de-
pute two Magistrates to meet in London , after Christmas, during the session of
Parliament , to consider of the proper steps to enforce generally the laws against
vagrants, and to correct such abuses in future.

And it appearing that great benefit has accrued to the counties of Oxford and
Norfolk by the plan adopted in those counties of employment of prisoners by hard
labour, and which plan might become of great public utility in case it was gene-
rally adopted throughout the Kingdom; this Society beg leave to recommend to
the Magistrates to take the same into their serious consideration at such meeting:
and likewise to bring forward such plans for the general reform of the police, as
they shall think most adviseable, and to be assured that every assistance will be
given by this Society to carry the resolutions of the Magistrates at such meeting
into effect.

P.S. It will be esteemed as a particular favour, if you will send the names and
place of abode of the two Magistrates, when appointed by the Quarter Ses-
sion, to the Secretary, Mr. Bennett, under cover, directed as follows
To his Grace the Duke of Montagu, President of the Society for giving [..] Effect to
his Majesty's Proclamation, Privy Garden , London .
