an Officer of the Customs by means of Cus Warrant from the Commi [..]
as if he had had no other Authority than what he derived Parish
And, as I do not apprehend that the Authority of the King's Pet [..]
to the Commissioners of the Customs that all officers appointed
deputed by them shall not be compellable to Serve any Parish
public officers whatsoever can be disputed with effect, and
as Ivery well remember that a Clerk of the Inguests belonging
to the Excise Office , in consequence of a similar Patent or
Commission to the Commissioners of the Excise was held in [..]
Courts to be exempt from serving the office of Churchwarden
I am induced to be of opinion that Mr Skinner is not
Compellable to serve the office of Overseer, or indeed any other
Parish Office, and although he carries on the business of a
Distiller & may act by Deputy as a Meter, yet there
Circumstances do not, as I apprehend take of the legal
Presumption, that he is not withstanding, his Deputies,
Principally employed in the Performance of the Duties
his place.
