The following is a Copy of Mr Skinner's said Warrant
" To all to whom these Presents shall come Greeting
" Whereas by several Acts of Parliament now in force
" Certain Impositions Rates and Duties are laid on the
" Several sorts of Coals Culm and Cynders therein Particular
" mentioned and expressed to be levied and Collected as in
" the said Act is declared We the Commissioners of his
" Majesty's Customs Have by Authority and in pursuant
" of the said Acts Assigned and appointed and do hereby [..]
" and appoint Joseph Skinner< no role > Esqr . to be a Meter Wise
" and Measurer of all the said Coals Culm & Cynders [..]
" shall be during the Continuance of the said Duties impot [..]
" or landed in the Port of London to Measure & weigh all [..]
" Coals Culm & Cynders so imported & to do & perform all [..]
" to the said office of Meter Weigher or Measurer apportain [..]
" according to such Instructions as he now hath or herself
" shall receive from Us or from the Commissioners of the Customs
" for the time being pursuant to the direction of the said and
" Hereby praying and requiring all and every his Me [..]
" officers & ministers & all others whom it may concern to be
" and assisting to him in all things as becometh Given [..]
" Hands & seal at the Custom house London the 28th day of [..]
