Pardons.
The
greatest Caution ought
to be observed in the
granting Criminal
pardons particularly
those for the Army
and Navy as the
latter of these pardons
afford the most
unquestionable
opportunities for
Imposition and
Bribery as well as
that they Subject
the public to have
returned upon them
the most notorious
offenders, and this
is clearly and
satisfactorily proved
in the Case of Edwd
Egerton a Capital
Convict who was
ordered for Execution
but obtained his
Majestys pardon
through the
intercession of John
Towsend who
when he had got
the pardon and had
directions to see the
Convict on Board
some Ship in the
Navy, he let the
Man go and the
prisoner has been
Robbing the public ever since
