"have been discharged (which Certificate the Judge or Justice
"is required to give) pay out of the rates of such County

It also appears to your Commee That at the time of the
said Saml. Newport< no role > s Appointmt to the said office the
Sessn. that. proper to allow the Keeper of the said Prison
to take Fee of 7s. instead of the Antients Fee of 5s:6d:
from every prisoner discharged: upon Indictmt by way of
Commutation for the Claim which the said Keeper had under
the said act of parliamt. for the Fees of prisoners
discharged by procdn. under the said acts. which appears to
your Commee to have been a great Lordship on
the prisoners payg. the same
