daily or even daily in Rotation from the time of his first attendance vizt.
26th March 1776 to 10th. Novr. 1779 because 1st. in the few times he did attend
the sick in Tothill fields Bridewell his visits were of ten (even in so small a
number) more than fourteen days and sometimes a month distant the one
from the other 2dly. he only attended Whitechapel Goal once and 3dly. he hath
not attended either Goal for now more than two years last past It is not
true that he never was sent for by any Prisoner and did not go because
the only Prisoner that did send to the Doctor for assistance was one in
Whitechapel Goal and to him he did not go It is not true that at the
time when Mr. Ridout began his attendance the Goals were more them
ordinarily full, and the prisoners very sickly and that by the Skill and
management of Dr Smith the number of Patients is now reduced
because 1st. it appears by the Calendars of the Keeper of Tothill fields
Bridewell that the number of Prisoners confined on the 26th March were
not equal in number to what hath been in Confinement there at one time
both before and since that period 2dly. it is not likely a less number of
Prisoners should be more sickly than a larger number 3dly. if the number
of Patients are now reduced in the said Prison such reduction cannot
be owing to the exercise of the Skill and management of Dr Smith as the
Doctor hath not attended the said Prisons for now more than two Years
last past. It is not true that in consequence of Dr Smith attendance many
Saturday Regulations have taken place in Tothill fields Bridewell or Whitechapel
Goal and which are thence much more healthy than they used to be; because Dr
Smith did not point out or advise any Regulations whatsoever to be made in
either of the said Goals It is true that Seventy three prisoners were sick in
Tothill fields Bridewell during the time Dr Smith attended the said Prison because
there were not Seventy three persons in Confinement in the said Person sick during
the time Dr Smith attended the said Prison nor from a Comparative view of
the state of the health of the said Prison is there such a number sick in a
much longer time than that in which the Doctor paid the few visits before
mentioned. It is not true that from the attendance and assiduity of Dr Smith
at the Prisons many persons have been preserved that had no other means
to procure Medical assistance because a regular bred skilful Surgeon and
apothecary did constantly attend the said Prison of Tothill fields even at the
time the Doctor pretends to have attended the Prisoners who furnished such
as are sick with advice and medicines at a Considerable Expence to this County

Wherefore upon the whole your Committee are clearly of
Opinion that William Smith< no role > Doctor in Physic hath not constantly attended
such prisoners as have been confined in Tothill fields Bridewell and whitechapel
