in all which Cases the Estreating Sessions would have Excused the Parties, many
of whom by the Course of the Court would have been dischargedon payment
of Fees vizt. 14s.8d. or thereabouts of which 9s..8d. is a Fee due to the Clerk of the
Peace , and is one of the best Fees of his Office to Compensate for abundance of
of other Duty e does for little or noting

This led Mr.Jefferson to pray the Advice of the Sessions next after the Order
for Attachment was made [Septemb 1772] when the Court appearedbeingdisposed to take every
Measure that is Adviseable as well to relieve the Suitors as the Clerk of the Peace and Mr
Jefferson as far as [..] may be with property & without counteracting that Order: to which end this
Case with the papers before mentioned, and the following Queeries are
Submitted to your Consideration and Opinion, touching who may Estreat
who is Obliged to Estreat, who may Comptrol or spare the Estreats of
particular Recognizances, and for what Causes, in what Manner to be
returned how person is indemnified, how punished for misestreating
