"Suppression of any disturbance of the Public Tranquil City

"Secondly, I should recommend the Swearing in
"of as many Special Constables as can conveniently
"be done, and Lastly that Directions should be given
"to the several Volunteer Corps in the Neighbourhood
"to attend the Call of the Civil Magistrate at the Shortest.
"Notice, I trust that the Adoption of what I have here
"taken the Liberty to recommend will be the means
"of preserving Public Tranquillity or if the Reverse
"should unfortunately be the Case will enable the
"Magistrates most speedily and most effectually to
"restore it."

"It may be necessary to add, that if any case
"should unfortunately arise, in which the Volunteer
"Corps should be found unequal to the Task of
"preserving or restoring Public Tranquillity, the
'Commanding Officers of His Majesty< no role > 's Regular
"Forces have received Directions to afford every
"possible support (which may be necessary.) to the
"Civil Magistrates.
