Certificates should be granted in Sessions time, nor 'till
after the adjournment day of every Sessions, Prosecutions
might be regularly carried on without delay of Justice or
oppressing the subject.

Its' also apprehended, that were the Justices to agree
amongst themselves, that all persons brought before them
in Sessions time by virtue of a Bench Warrant and not
into Court, should enter into Recognizance to appear and
plead the last day of the same sessions, or on the
adjournment day thereof, and let the Recognizance be
returned to the Clerk of the Peace the day after taken, this
would likewise prevent a delay of Justice, and put a stop
to persons taking out Bench Warrants against themselves
which have been frequently practised of late for a delay
of Justice, tho they might have gone into Court and
pleaded.
