and told your Committee that by the year 1721 in his account
was meant the year ending Midsummer 1722 and said the mist [..]
was occasioned by the Collectors themselves who desiring receipts
for the year 1721 He (not having notice that no Trophy money
was ordered to be assessed that year) gave them receipts according
Which was a gross neglect in those who should have appriz'd him
thereof and has made it difficult for your Committee to direct
how the several parishes who have paid their money upon such
wrong receipts shall be made sensible that nothing is due from
them for any time before Midsummer 1722 The warrants non
out being for a year ending M [..] mer 1722 which is a
different year from what they have already paid for and consequent
they are liable to pay the same unless care be taken to the Contrary
your Committee cannot leave this head without an observation
which they think very Extraordinary viz. that not withstanding
the great encrease of building lately made in the parishes adjournment
to the City of London and Suburbs The proportion payable by the
old inhabitants to this tax is not thereby lessened but in some
parishes enlarged nor can they omitt taking Notice that Mr.
Fothergill Messenger to the Board of Lieutenancy appears to be
appointed Collector of both parts of St. Clements Danes , The
parish of St. Paul Covent Garden and the outward Division of [..]
Martin in the Fields parishes which by reason of their extent
and number of inhabitants are under the present Management
most beneficial to the Collector your Committee have not had
an opportunity to examine by whose direction or to serve what
purposes this is done but were informed that this was look upon
as a right belonging to the Messenger.

As to the instruction to enquire how the Money has been disposed
off That appears by the Creditor side of the Treasurer's account las [..]
before this Court and appears to have been paid in pursuance of
several orders of the Board of Lieutenancy and all the Items [..]
(besides the payments to Capt. Enbank and the three Serjts. in
Major Watt's Company may be shortly reduced three heads.

The Officers Salarys and charges
Moneys paid to the severall Captains.

But upon these severally your Committee beg leave to make
some observations it appearing to them by the receipts of the
several persons interested that the Money has been acc [..]
