That Sr: Tho: Stamp< no role > late Sd. Mayor by warrt: dat 31: Oct 1692 reciting the said Order
of the Court of Aldren for the better puting the sd. Act in Execucon Impowered the
Deft. with the sd. Andrew Tomlins< no role > to take up all offendrs. agt. the sd. act & bring them before his Ld PP. or
any Justice of the Peace of the sd. City to be dealt with all according to Law. Ut P warrt:

To prove this all

That the plt. being an unlicenced Coachaman & waiting for hire in St. Dunstans in the
West in Farringdon Without the Deft. in pursuance to the sd. Act ordr. & warrant did
take him up & carry him before

Therefore the plt. brings this accon of Trespass & false Imprisonmt. agt. the Deft:

Whence it appeares That what the Deft hath done is in pursuance to the said Act
ordr. & Warrant So that the point is Whether those Authorities are good in Law & sufficient to
Indempnify the Deft: And it is conceived they beAnd that this Act For that by the standing
and waiting of an excessive Nu [..] of Hackney Coaches in the street The Trade is
hundered ye. stretes & passages of the City are obstructed & many other Mischiefs and
Inconveniencies do dayly arise to the Citizens & Inhitants Wch. does amount to a Comon &
publick Nusance And ought to be prvented for the Comon Good Wch. is the sole Intent of this Act.

That this Act being to restrain & reduce a late Excresuance of the Number of Hackney
Coaches & that for the publick Good hath the same foundacon of most of the Ordinances of the
City Grounded upon a Customs to ordain proper & fit Remedies from time to time to
prvent & redress such Comon Mischiefes as shall arise to the comon prjudice of the City
Wch: Custome is confirmes by Act of Parliamt:

That the Act of Comon Councell for regulating of Carrs & Carrsmen (wch. restraines
the Number of them to 420 & regulates them by Marks licences Etc) hath passed that
all the Courts in Westmr hall And as to that point of restrictive peiver hath
