that such Collections are not Competent to answer the<lb></lb>
Charge of setting a more Sufficient and, able watch than is<lb></lb>
at present, Thereby (in some measure) to prevent the<lb></lb>
frequent Robberies Etc that are Committed, And the<lb></lb>
rather because it appears that great deficiencys usually<lb></lb>
attend such Collections which must be chiefly attributed<lb></lb>
to the want of a Legal Authority whereby to compell the<lb></lb>
Inhabitants to pay the same, there being in that<lb></lb>
Division one half at least who peremptorily refuse<lb></lb>
paying towards the watch.</p>
<p n="1033">And your Committee find by another Report from the<lb></lb>
Justices acting in the large <rs type="placeName" id="LMSMGO55600_geo1061">parish of St. Giles's</rs>

, that with respect to the Greatness thereof the<lb></lb>
watch is very defective and insufficient in number<lb></lb>
and (what is yet more inconvenient) very backward<lb></lb>
and unwilling to comply with the directions of the<lb></lb>

as to the Hours of watching,<lb></lb>
complaining of the small pay they receive from the<lb></lb>
Constables as no ways equal to their pains and labour<lb></lb>
Especially now they are obliged to watch two hours<lb></lb>
longer than usual without any increase in their pay<lb></lb>
not with standing the Great sums of mony Annually<lb></lb>
Collected by the Constables under pretence of providing<lb></lb>
a sufficient watch, which there is reason to believe<lb></lb>
amounts to near and third more than they pay to them<lb></lb>
but as the Constables Constantly refuse to give any<lb></lb>
account thereof and there not appearing any Law to<lb></lb>
oblige them thereunto no certain or particular Account<lb></lb>
can be had what the sinplus sunk by the Constables<lb></lb>
amounts to,</p>
<p n="1034">And the Justices of that Division further observe that,<lb></lb>
from the Constables placing Displacing and paying<lb></lb>
their Readles and watchmen and often choosing<lb></lb>
Victualters and other improper persons for those<lb></lb>
Employments. There has arisen upon many private<lb></lb>
searches lately made Just cause to suspect that some<lb></lb>
of their Readles and watchmen do conceal and protect<lb></lb>
several night houses and other disorderly houses for<lb></lb>
their own private lune, mony of them having been<lb></lb>
found very backward and unwilling to give Evidence<lb></lb>
