<p n="627">Subsisting, The Comittee did not think it proper for them<lb></lb>
to Consider, whether Westmr. would or would not have been<lb></lb>
Chargeable by Law to the said County Rates, If noe<lb></lb>
such Agreemt. had been made.</p>
<p n="628">And having now gone thro' the several particulars<lb></lb>
referred to them, your Comittee conclude with<lb></lb>
Observing That though the whole Course of their<lb></lb>
Inquiry, They could not a void taking notice under<lb></lb>
every Branch of the County Rates and Revenues,<lb></lb>
How many Inconveniencies, and what great losses<lb></lb>
have happen'd by the neglect of the Collectors and<lb></lb>
from the Omission of Calling upon the high Constables<lb></lb>
and Treasurers Yearly and regularly to make up<lb></lb>
their Accots. But chiefly from the Want of a Regular<lb></lb>
Method of keeping all these Accots. in such a manner<lb></lb>
That the Comission might at any time be apprised of<lb></lb>
the State of them, and where or what Treasurers<lb></lb>
or Collectors are defective or negligent, in order to<lb></lb>
give the Necessary Directions thereupon, And<lb></lb>
being fully sensible how much it will be for the<lb></lb>
advantage of the County to have a regular Method<lb></lb>
of taking and keeping their Accots. Established and<lb></lb>
put in Execution, Wee have thought it our Duty to<lb></lb>
propose. That severall Books be provided one for<lb></lb>
each Branch or Revenue Colt Money as well as<lb></lb>
others wherein to be Entred the Accots. annexed, as<lb></lb>
they respect each of the Rates before mentioned <lb></lb>
and so to be continued from time to time as the<lb></lb>
Subsequent Accots. shall be brought in and Settled<lb></lb>
by the Sessions in wch. Books all Arrears to be<lb></lb>
particularly Set down for the Information of the<lb></lb>
Court and that proper Directions may from time to <lb></lb>
time be given for getting in thereof, As also that every<lb></lb>
Rate be made Debtor and Creditor for all Moneys<lb></lb>
borrowed from or applyed to any other Use or Service<lb></lb>
by any Order of Sessions, and for such Moneys</p>
