It appears to this Society that great mischief and<lb></lb>
expence have arisen by not enforcing generally the laws against vagrants, and by<lb></lb>
the aduse of granting walking or begging passes indiscriminately to any person<lb></lb>
applying for the same, and that it will be impossible to correct such abuses but by<lb></lb>
the general execution of the law throughout each county; for which purpose,<lb></lb>
this Society beg leave to recommend to the Justices, at their Quarter sessions, to de-<lb></lb>
pute two Magistrates to meet in <rs type="placeName" id="LMSLPS15101_geo453">London</rs>

, after Christmas, during the session of<lb></lb>

<interp inst="LMSLPS15101_geo454" type="type" value="undefined"></interp>
, to consider of the proper steps to enforce generally the laws against<lb></lb>
vagrants, and to correct such abuses in future.</p>
<p n="420"> And it appearing that great benefit has accrued to the counties of <rs type="placeName" id="LMSLPS15101_geo455">Oxford</rs>

<interp inst="LMSLPS15101_geo455" type="type" value="undefined"></interp>
and<lb></lb>
<rs type="placeName" id="LMSLPS15101_geo456">Norfolk</rs>
<interp inst="LMSLPS15101_geo456" type="placeName" value="Norfolk"></interp>
<interp inst="LMSLPS15101_geo456" type="type" value="undefined"></interp>
by the plan adopted in those counties of employment of prisoners by hard<lb></lb>
labour, and which plan might become of great public utility in case it was gene-<lb></lb>
rally adopted throughout the Kingdom; this Society beg leave to recommend to<lb></lb>
the Magistrates to take the same into their serious consideration at such meeting:<lb></lb>
and likewise to bring forward such plans for the general reform of the police, as<lb></lb>
they shall think most adviseable, and to be assured that every assistance will be<lb></lb>
given by this Society to carry the resolutions of the Magistrates at such meeting<lb></lb>
into effect.</p>
