"are hungry, clamorous and squalid: the day is passed in a Kind
"of coarse and semi-brutal indulgence; while the humanizing and
"improving duties of the Sabbath are never thought of."

"Impressed with a lively sense of the Magnitude of this
"evil, as it is here represented, the Committee have directed me to intreat
"you to exert that influence. which your rank and situation give you
"for the purpose of effecting a discontinuance of this practice. They are
"of opinion that the Masters of these poor Men, if the above particulars
"were laid before them, would readily admit the propriety of paying
"their Workmen at their own House, or at any other place rather than at
"a Public house.

"But if your representations to the Master should fail
"of their desired effect, the Committee beg to submit it to the consideration
"of such of their Members as are acting Magistrates, that the evil
"might in a great measure be obviated if the Publicans within your
"jurisdiction were reminded, at the time of their application for a
"renewal of their Licences, that their allowance of such Persons to
"remain tippling for several hours together, whether assembled to
"receive their Wages, or for any other purpose, is in direct violation of the
"Law, and in defiance of their obligation to keep good rule and order
"in their respective Houses.

"The Committee having no doubt of your readiness to
"concur with them in your endeavours to remedy the disorders and
"consequent on this Custom, intreat you to take such Steps towards the
"suppression of it as to your own discretion and judgment shall seem
"most proper.
