<p n="1110">Severall watchmen of the aforesaid parishes and<lb></lb>
places, and examinacon of the Said Constables that<lb></lb>
Such collections are not competent to answer the<lb></lb>
charge of Setting a more Sufficient and able watch<lb></lb>
than is at present Thereby (in Some great measure) to<lb></lb>
prevent the frequent robberys Etc that are committed,<lb></lb>
And the rather because it appeares that greatd<lb></lb>
deficiencys usually attend Such colleccons which must<lb></lb>
be cheifly attributed to the want of a legal authority<lb></lb>
whereby to compell the Inhabitants to pay the Same,<lb></lb>
There being in that Division one halfe atleast who<lb></lb>
peremptorily refuse paying towards the watch,<lb></lb>
And the Committee found by another Report from the<lb></lb>
Justices acting in the large <rs type="placeName" id="LMSMGO55600_geo1112">parish of St. Giles in the fields</rs>

That with respect to the greatness thereof the watch<lb></lb>
is very defective & insufficient in Number and (what is<lb></lb>
Yet more inconvenient) very backward & unwilling to<lb></lb>
comply with the directions of the Justices of the peace as<lb></lb>
to the hours of watching, complaining of the Small<lb></lb>
pay they receive from the Constables as no ways<lb></lb>
equall to their pains and labour especially now they<lb></lb>
are obliged to watch two hours longer than usuall<lb></lb>
without any increase in their pay Notwithstanding<lb></lb>
the great Sumes of money annually collected by the<lb></lb>
Constables under pretence of providing Sufficient<lb></lb>
watch, which there is reason to beleive amounts to<lb></lb>
near one third more than they pay to them, But as<lb></lb>
the Constables constantly refuse to give any account<lb></lb>
thereof, and there not appearing any Law to oblige<lb></lb>
them thereunto no certain or particular account can<lb></lb>
be had what the Surphis Sunk by the Constables<lb></lb>
amounts to,</p>
