Wee the Grand Jury Sworne for the Body of the Citty of London
At Justice hall at the Old Bayly, this 25th. day of February 1697
Do present as followeth (Vizt) Forasmuch as Billinsgate and
Billinsgate Dock is one of the publique Marketts for supplying the
Citty of London with Fresh Fish Oysters Salt and other Comodityes
And that now and of late the Farmers of the Grewudgae of the
said Dock, and the Owners on Occyeyers of Smarts Key adjoyning
to the said Dock, for private gaines to themselves have postered, &
do now fill and pesters up the said Dock with more Shipps of
Burthen and letting the said Shipps ly in the said Dock and at the
Said Key longer then by the Orders of the Lord Mayr & Court of
Aldermen formerly for that Purpose. made and by the Custome
they ought to do, so as the said Greate Vessells have and almost
do wholly exclude the Oyster Cocks and other Fish boates and
Small Craft wch come there to Markett, out of the said Dock
& not onely prevent the said Oyster Cocks & Small Craft from
comeing in there in time to sell their goods whilst fresh and
good, but also oftentimes to the endangering and losse of Psons
lives comeing to and goeing from the publique Landing Staires
there. Therefore wee do present the said Farmers Owners
and Occupyers of the said Dock and Key for their will practices
and doeings aforesaid as being a very greate greivance and
Injury to the publique.

Wee the said Jurors being encouraged by the Addresse of the honble:
house of Comon and his Maties: most gra [..] us answer thereunto For
Suppressing profanesse and [..] rallity to add our endeavours for
the accomplihmt: So good and great a worke do present, William
Powell
< no role > and Elizabeth< no role > his wife als Elizab Starkey< no role > liveing in Savage
Garden near Crouched Fryers London, For that they the said
Powell and his wife do keep a very Lewd and bad house (wth has
the reputacon of a Bawdy house ) and do entertaine therein
and being together Men and women of Lewd & debauched lives
and conversations and of very bad same, to the dishonour of
God Allmighty, Scandall of this Citty, and disturbance of
the Neighboured.

lastly wee the said Jurors haveing now and formerly
heard and seen (with grease and Compression) the inserable
state and impions behaviour and condicon of Many of the
Prisoners in the prison of London , who are so hardned in
their Eniquityes that in their Confinemts they openly [..]
practice and obstinately continue in them
