"The Justices have no power under the 2d. Clause of the 24th. Geo:3d<lb></lb>
"to Mortgage the County Rates if the Estimate of the Expences does not <lb></lb>
"exceed one half of the County Rate; but if it exceeds that Sum they may<lb></lb>
"Charge the County Rate with such Sum as shall appear necessary and<lb></lb>
"expedient for the purposes of the Act; which I incline to think Leaves it in<lb></lb>
"the discretion of the Justices at the Sessions either to raise a Sum upon the<lb></lb>
"Credit of the Rates if they shall think it necessary and expedient or to raise<lb></lb>
"the whole according to the direction of the former Act, If it should be holden<lb></lb>
"that the Justices have no Authority to include the Purchase of Land purchases<lb></lb>
"to build upon in the Estimate so as to charge it by way of Mortgage upon<lb></lb>
"the Rates they must raise such Purchase Money by the current County Rate<lb></lb>
"For the 24th. Geo:3d. certainly does not take away the power of the Justices<lb></lb>
"to purchase Lands for the purpose of building an House of Correction</p>

<p n="1546">In Consequence of the above opinion It was Resolved<lb></lb>
that it be recommended to the Court to raise the Sum of £4000 by way of<lb></lb>
Mortgage on the County Rates agreeable to the Act of 24th. Geo: 3d.</p>
<p n="1547">It was proposed at this Meeting that the Cells should be 8 feet<lb></lb>
by 6 Feet and 10 feet high.</p>
<p n="1548">The supply of the Prison with Spring Water if it can be procured was<lb></lb>
taken into consideration and some very useful Hints were suggested as to the<lb></lb>
construction of Engines the Working of which by the Prisoners would very<lb></lb>
properly make a part of the Discipline of the Prison, by means of which Engines<lb></lb>
the Water might be raised into a Reservoir to be thence distributed by Leaden<lb></lb>
Pipes thro' the several parts of the Prison.</p>
<p n="1549">Day Rooms were directed to be provided for the Reception of<lb></lb>
such persons of the 4th. Class as should not be committed to Solitary Confinement</p>
<p n="1550">Provision was also recommended at this Meeting to be made<lb></lb>
that the Magistrates may be Enabled to review the Prison and to Pass<lb></lb>
though every part of it with the greatest Facility</p>
<p n="1551">The Day Rooms were required to be Warmed but it did not<lb></lb>
appear necessary to Warm the Cells; at least in the expensive Manner<lb></lb>
proposed in the Plan No. 1.</p>
