Mr. Adams being again asked what he thought
the Increase of Vagrants was wing to reply'd the Ease with
which passes [..] were obtained from The Magistrates of the [..] London [..] City of and that he was
of Opinion that the greater number of persons that were [..]
by him were not within the Description of vagrantsandThose very often persons
have been Committed to prison as vagrants and when he
Seensaw them he has been obliged to apply to the Committing
Majastrates to ddthe prisonthem they being unable to perform
the Joruney through illness and many of them have been
