Upon Reading a Minute of the House Committee
dated the 3d. day of April instant in the Words following
A Doubt having been lately Entertained in St. Thomas's Hospl
Whether The President having first given his Ballot in favor of
One of the Candidates and the Number of Governors who had
Balloted appearing to be Equal should have a Second or Casting
Vote It is the Opinion of this Committee that to Avoid
the like Doubt and Inconvenience in these Hospitals It should
to Declared as the Fact really is That the Immemorial and
Incurable Custom and Usage in this Hospital has been That
the President Treasurer or other Person presiding in Courts of
Committees in Case of an Equality of Votes or Ballots having a
Second or Casting Vote or Ballet and this Committee do therefore
Recommend it to the Court to make and Pronounce a Declaratory
Rule or By Law for Establishing the aforesaid Custom or usage in all
Elections Decisions and Determinations as well in the Courts as in
the Committee to be held for these Hospitals respectively in future
And a Motion being made and Seconded that the Words " have a Second
or Casting Vote or Ballet" standing next after the Words "encase of an
Equality of Votes or Ballets" be left out when Upon Debate of the Matter
and the Quedion being put St passed in the Affirmative And Another
Motion being made and Seconded that in the Room of the Words so Left
out the Words" That the President Treasurer or other Person so
Presiding has a Right and is hereby required to Give a Second or
lasting Vote or Ballet in case of such Equality of Votes or Ballots"
be Inserted when Upon Debate of the Matter and the Question
being put It passed in the Affirmative
