Ordered That it be referred to the Committee of this Hospital to inquire into
the Causes why Prisoners committed to Labor do not work and into the
Abuses thereof and of a Method to compell them to Labor and report
their Opinion to the Court.

Upon reading a Report from the Comittee of Bridewell Hospital bearing date the
22d. of February last under the hands of Robert Bishop< no role > Esqr . Trear Mr. Deputy
Ballard Mr. Deputy Rodger Mr. William Brent< no role > and Mr. James Bartlett< no role > in the words and figures
following Vizt.Messrs. John Hewlett< no role > and John Smither< no role > (who agreed to take
a Lease of the Ground and Range of twenty Old Houses in Bridewell Precinct
between Water street and Edward street for Sixty one years from Christmas 1737 at the Rent of £40
P Ann and £150. fine and to pull down the said Old Houses and in dead thereof
to build Sixteen Brick Messuages) attended this Comittee with Mr. Silas Palmer< no role >
and prayed the said Agreement may be alter'd as follows, to wit, that the said
Ground and Houses may be divided into three Parts (except four feet in
breadth at the South and thereof adjoining to Cross street which is not to be
built upon) and that a Lease be granted of one third part being the
Northermost part thereof to the said Silas Palmer< no role > at the Rent of £13. PAnn on
which he proposes to build one House for himself the whole length of the
Ground fronting Tudor street and that in dead of Dwelling houses on the
residue of the said one third part he may be at liberty to build three
Warehouses for Cyder with Vaults underneath and the Walls thereof to be
