To His Majestys Justices of the Peace for the County of Middlesex in
their General Session of the Peace held in and for the said County in the Month of
December 1786 Assembled.

The Report of the Committee appointed to examine
into the Irregularities that happened at Highgate in
the passing of Vagrants.

The said Committee Report, that in pursuance of the
Order of Referrence to them made they caused the Governor of the House of Correction
at Clerkenwell and Mr Adams the Contractor for conveying Vagrants in through
and out of this County and Jonathan Satchell< no role > (his Man) to come before them
and upon Investigating the matter of them referred it appeared to your Committee
(particularly upon the Examination of Satchell)that Elizabeth Disson< no role > one of the
Vagrants was taken and conveyed by him under the directions of Mr Adams
his master in the usual manner to South Mimms in Herts in her way to
kington upon Ason in the County of Warwick and that he duly delivered her to Mr Prentice the
Contractor for conveying Vagrants for that County and took a proper Receipt for
her upon the Back of the Order for her Conveyance and that he had duly verified
the same upon Oath --- That he never saw her from that time to the present
and Knows not what has become of her.

Your Committee further Report that in respect to
Bryan Cassidy< no role > (the other Vagrant). It appeared upon the Examination of the said
Jonathan satchell< no role > that he received him from the House of Correction at Clerkenwell
on or about the 19th. day of September last and conveyed him with several other
Vagrants as far as Barnet in this County at which place he had a woman to
deliver to the Overseers under a pass, that a Dispute arising among the Overseers
of the said Parish respecting the settlement of the said Woman he satchell was
unavoidably detained about Ten minutes on that account during which time the said
Bryan Cassidy< no role > took the opprtunity of running away he being a Stout man and
seemingly in good health that the send satchell having nine or ten other
Vagrants in his Cart to convey on to South Mimms he was afraid to pursue
the said Cassidy least any or all of the other Vagrants should make their escape
and which was the true cause and manner off assidys Escape And that he
did not directly or indirectly take any Money or other Consideration for suffering
the said Cassidy to Escape.
