circumstances of violence and want on in humanity on such of
their improtected brethren as dared to work and as they could lay
hands on.
That exclusive of the other mischiefs which followed the
erecting of the said office, the Scheme of the said Ralph
Hodgson for such an institution, had in the first conception
thereof, a tendency to defeat the purposes of an act of Parlia-

ment made and passed in the 31st. Year of the reign of his late
Majesty king George the 2d. which established a registry for coal-
heavers at Shadwell
aforesaid, and comitted the government, care
and management thereof, to the alderman of Billingsgate
Ward in the city
of london
for the time being, and had also furnished the said alderman
and certain other persons therein directed to be chosen, with ample power

& authorities for the purpose of making a registry of coalheavers, an
institution of public benefit; and that the provident intentions of the
legislature in this respect, and the endeavours of these employed
in the execution of the said act, were actually defeated, is evident from the
consequences of the said

a total defection from, and desertion of the former legally established
office, and a numerous resort & frequent application of coalheavers

and others to this new one set up by him of his own mere motion
and without any warrant authority or sanction whatsoever.
That the facts above stated together with the notorious Inactivity
& supineness, with regard to any measures for quelling the riots aforesd.
