These Merchants are rated to the Poor's
Rate, which they refuse to pay alledging
they are Inmates only and not Liable.

Under the Circumstances of this Case
your Opinion therefore is desired.

Whether these three Merchants and
Partners are Inhabitants or In mates only.
If Inhabitants and liable to pay what Remedies
and Powers have the Parish by Law to recover
and in force the Payment of this Rates. And
what Method would you advise the Church Wardens
to take for that Purposes.

Where an Houses so divided that one part has no
communication with the other & has separate
doors, the Occupier of each Part is severally
ratable to the Poor during such separation &
subject to service Parochial Offices. But in the
present Case this Houses is to be considered
only as one Entire Tenemt, & the Merchts Inhabit
ing therein merely as Inmates, & so not Liable
to the Poor's rate Etc for if the Lair was otherwise
every Man that had a Lodging might be rated,
which he certainly cannot be and the Nature
of these Persons business does not make them
Subject to the Penalty influted by any of the
By Laws of the City
